2767. PUBLIC REPRESENTATIONS – There were no Public Representations.
2768. APOLOGIES were received from District Cllr Duff.
2769. To receive any Declaration of Interest under the Council's Code of Conduct or Members' Register of Interest: Cllr Bell expressed an interest in planning item 7(e) on the agenda .
2770. MINUTES OF MEETING held on Monday, 18th March 2013 were approved as a correct record.
2771. CLERK'S REPORT
The Clerk read out a letter from Masham Parish Council thanking the Town Council for its support in the campaign to have signage on the A1 to Masham and local tourist areas. A set of the costs involved (provided by Highways) was also included and the figure of £33,000 was considered excessive by Town Councillors. The campaign will continue to achieve suitable signage at no cost to the local community.
Richmondshire District Council Planning Department had informed the Town Council that the solar panels in the market Place must be removed by the end of May at the latest. The owner of the panels will probably relocate them to the rear of another of his properties in the Market Place where planning permission is not required.
Following the complaint on the D & S letters page regarding 'moss' on the war memorial, it was found to be algae and this was removed very easily without the use of any chemical that would damage the stone of the memorial.
NYCC Highways had arranged repairs to the various matters reported to them last month. Although resurfacing works had finally been completed in town, the yellow lines had not been replaced along the north and south sides of the Market Place. Changes had been made to parking restrictions outside the Wensleydale School and it was felt that this made the situation potentially more dangerous since cars would now park on the hill near the school. These matters will be followed up with Highways.
2772. REPORTS FROM MEETINGS ATTENDED BY COUNCILLORS
A Shawl Fields Management Group Meeting had been held. A site meeting would be held in May to organise thistle cutting and spraying.

a. NYCC - Extra Care Housing, Leyburn, Bulletin Three March 2013

d. The Town Council website www.leyburntowncouncil.co.uk is now up and running and Councillors were very pleased with it.
e. A generous donation of £500 had been received from St Matthew's Church towards the Church clock repairs. A letter of thanks will be sent.
f. Councillors agreed to adopt the next section of Model Standing Orders (NALC) to replace existing Standing Orders.
g. Leyburn Over 50's Club - Councillors granted permission to hold a car boot sale on 11th August at Craken House field, Harmby Road.
h. Leyburn Cycling Group - A request had been received from the Group asking for the replacement of the bent cycle rack and the painting of the two racks in the Market Place. Councillors felt that the rack could be repaired rather than replaced but agreed that they should be painted. A further location for more racks will be considered at the next meeting and the Portas funding group will be asked if they would consider funding part or all of the cost of additional bike racks.
i. NYCC/Richmondshire Area Committee - Nominations were invited from Town Councillors who are interested in serving as co-opted members on the Area Committee. Nominations are to be received by 3rd June 2013.
j. Richmondshire Local Sports Council - It was agreed to become affiliated to the Association for 2013/14 (£5).

c. 12/00675/Full Full planning for creation of new access onto existing track and formation of off street car park with disabled area and access including external ramp to south Church doorway at St Matthew's Church.
d. 13/00153/Full Full planning for proposed change of use of existing Church Hall to form 2 two bedroom dwellings at St Matthew's Church Hall.
e. 13/00121/Full Full planning to replace existing front door at Shawl End Cottage, 8 Shawl Terrace.

Councillors were not happy with item (g) and felt that the panels would be an eyesore in that location. They were also concerned that granting permission for these could set a precedent for other similar applications.
The 'Cheeselady' has retired from the market and a new cheese trader has been found to replace her. A letter had been sent from the Town Council thanking her for her attendance at Leyburn Market over many years.
Councillors approved the accounts as attached.
2777. LOWER WENSLEYDALE AREA WORKING PARTNERSHIP
Cllr Parry had copies of the new Leyburn and Middleham leaflet that had been printed in time for Easter and Councillor were very pleased with it. There will be a photo competition this summer and details would soon be released.
2778. EXCHANGE OF INFORMATION
District Cllr Butler informed Councillors that Callum McKeon from the District Council was preparing the legal notices required to be put up where work is planned for land with no known owner. This will enable improvement works to be carried out to the lane next to the Thomas the Baker shop using funding from the Area Partnership.
Cllr Robinson had been asked if the rubbish could be cleared out of the hedgeback along Bellerby Road. The District Council will be asked if they can help with this. Likewise, the path leading from the auction mart to Maythorne has a lot of rubbish along it and also the auction mart field. These will be followed up.
Items of rubbish appear to have been left on the lane near Kelberdale Terrace. The Clerk will follow this up.
Comments had been made to Cllr Harrison about the empty shop fronts in the town centre on the north side. However, development work is now taking place on these premises so in future they will look tidier.
