LEYBURN  TOWN  COUNCIL

 

A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Monday, 16th October 2017

Vickie McGee, the Outreach and Development Officer for Richmondshire Leisure Trust, introduced herself to Councillors and gave an outline of the work done by the Trust.

 

3503.  PUBLIC REPRESENTATIONS
 

A member of the public complained about the problem of the excess water in the market shelter when the windows are washed.  The window cleaner has agreed to use a cloth inside in future.  The window seals are leaking in wet weather and these need renewing.  Councillors were asked to consider having new windows made and paid for with the remaining Town Team funding.  The funding could also pay for a new litter bin that could be placed near to the doorway.  District Cllr Duff will query why the damaged bin has not been replaced.

3505.  To receive any Declaration of Interest under the Council’s Code of Conduct or Members’ Register of Interest - There were no declarations of interest.

 

3506.  MINUTES OF MEETING held on Monday, 18th September 2017 were approved as a correct record.

 

3507. CLERK’S  REPORT
 

The Richmondshire District Council toilets near the Sandpiper pub now have pay boxes fitted to the exterior doors.

 

The Lower Wensleydale Area Partnership meeting will take place on Thursday, 26th October (venue still to be announced).

 

The South Tees Hospitals NHS Foundation Trust has launched a programme of events concerning a sustainable future for the Friarage Hospital.  There will be a local drop-in session at Leyburn Arts and Community Centre on Richmond Road from 6.00 - 8.00 p.m. on Monday, 13th November.

 

A local resident has confirmed that he would like to help the Town Council to improve the circular flower bed in front of Thornborough Hall.

 

 

 

3508.  REPORTS FROM MEETINGS ATTENDED BY COUNCILLORS

 

A Staffing Committee meeting had been held the previous week and also a Shawl Fields Management Group meeting.  The Group is considering the installation of a gas-run beacon to be located on the Shawl but prices still need to be sought.

 

3509. CORRESPONDENCE & REPORTS

Councillors agreed to appoint Mr T Prothero to paint the railings along St Mary’s Mount and The Mount but NYCC will be contacted again regarding sections of rail which need to be repaired before painting can be carried out.

 
Councillors agreed to appoint Dave Kay to upgrade the seating in the market shelter.

 
Councillors agreed to appoint Doug Atkin to clean the market shelter roof subject to checking the details of the quotation.

 
Councillors accepted the quotation for fitting coin pay units on Kelberdale Terrace toilets exterior doors.  A charge of 20p will be made.  A sum towards this work was included in the precept for the current year and it was agreed that the balance will be paid from the Thornborough Hall account.

 
Councillors discussed the relocation of dog waste bins on the town.  It was agreed that Cllrs Medley and Begley will walk round the town to check the accuracy of the plan supplied and then Councillors can decide which areas of the town require a bin.

 
Councillors discussed the repair or replacement of the Town Council notice board on the Town Hall.  It was agreed that there is no need to replace the board but the interior requires some refurbishment work which will be arranged.
 

It was agreed not to put up a wall sign at the present time for the designated Ambulance bay because of listed building planning consent that would be required.  If the hatching to be done on the ground proves to be ineffective then a sign will be considered.

 

3510.  THORNBOROUGH HALL

The Oak Room floor refurbishment has now been completed.

 

 

3511.  LEYBURN TOWN PLAN

Information

 
Councillors were pleased to hear that a total of 746 town plan surveys have been received (including 178 electronic responses) plus 104 youth surveys.  Business surveys will soon be sent out.

With regard to item 9(c) Councillors queried the need for three satellite dishes on the wall of the Bolton Arms.

 

With regard to item 9(d) Councillors queried the details of the external signage since these were not available on the RDC website.

 

With regard to item 9(e) Councillors had no objections as long as the changes were in keeping with the building.

 

There were no objections to item 9(g).
 

3513.  PLAYING FIELDS

Information
The RoSPA Play Area Safety Inspection Reports had been received for the Shawl Playing Field and Maythorne Playground.  There were various small repairs to carry out and the report has been copied to the local contractor who is able to do these.

Wensleydale Round Table  -  Councillors granted permission to use the Shawl Playing Field for the annual bonfire and fireworks display on Sunday,

5th November 2017.

 
Wensleydale Round Table  -  Councillors agreed to make a donation of £375 towards the fireworks display.

 

3514.  CHRISTMAS LIGHTS & FLORAL DECORATIONS

 Councillors awarded the Christmas Lights Tender for 2017 to E&P Electrics of Bedale.

 

3515.  ACCOUNTS

Councillors approved the accounts as attached.

 
Councillors received the External Auditor’s Certificate and Opinion for 2016/17.  The auditor was unable to complete the review of the annual return because correspondence had been received from an elector that must be considered first.

 

3516. EXCHANGE OF INFORMATION

 

Two cars parked outside Gilsans Sports had recently received parking tickets so clearly parking restrictions in town are being monitored.

 

Moor Road is still flooding outside the entrance to Metcalfe Farms despite recent repairs by NYCC.

 

Tarmac repairs on the Market Place need inspecting.

 

Three new large signs for a hand carwash have been put up at the Tyre Shop on Harmby Road.
