A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Tuesday, 22nd April 2014 at 7.00pm.

Richard Sanderson requested permission to use the cemetery extension field (currently not used) and the parking area for the secure parking of expensive bikes used by spectators during the Tour de France. Councillors agreed in principle and would ratify this at the May Meeting of the Town Council.

2937. To receive any Declaration of Interest under the Council's Code of Conduct or Members' Register of Interest: There were none.

2938. MINUTES OF MEETING held on Monday, 17th March 2014 were approved as a correct record.


The donations box in the gents toilets on Kelberdale Terrace had been vandalized again during the Bank Holiday Weekend. This time the box had been forced open and the contents stolen. The matter has been reported to the Police.

A representative from the newly-formed Leyburn Community Sports Association had visited the Town Council Office to leave information about the group's first project, to raise funds for a sports hall at the Wensleydale School. The Town Council supported the idea in principle.

The Fire Brigades Union, North Yorkshire Branch, had sent details of their concerns about the North Yorkshire Fire and Rescue Service Fire Cover Review. They believe that this will bring about a reduction in the service. Comments are required by 2nd May.

NYCC had sent information about the Community Transport service run jointly by the Little White Bus and the Reeth Ring to Ride service. In Wensleydale the service runs between Askrigg and Leyburn and Leyburn and the surrounding communities, including Middleham and Coverdale. To book the bus passengers should ring 01969 667400.

Richmondshire District Council had sent a reminder about the Playground Improvement Fund. The Clerks will find a suitable item for the small playground on Wensleydale Avenue and this can be discussed at the May meeting.

Leyburn Medical Practice is holding an open evening for patients on Wednesday, 4th June at 7.30 p.m.

Superfast Broadband has now reached Leyburn and internet users should contact their service provider to check availability or to place an order.

Bellerby Parish Council had written to thank the Town Council for their proposed donation towards the Bellerby-Leyburn footpath/cycleway.

The WRUFC invited Councillors to Le Grand Rugby Ball on 9th May to celebrate their successes this year.

DoorTechnic, who had supplied a price for fitting exterior pay doors at the Kelberdale Terrace toilets, did not offer any follow-up maintenance or repair service and would not be able to attend any call-outs since they are based in Lincoln. The Clerk will ask if any extended warranties are available and if any spec. sheets are provided that could be used by a local electrician. Once a price has been obtained for an air extractor then a grant application can be submitted to the Communities Opportunity Fund.

No reply had been received yet from NYCC in response to the latest comments sent in about the bus services.


Cllr Parry had gone to the Older Peoples Services Meeting held at the Methodist Hall which was poorly attended. There was the possibility of a new bus service between the Friarage Hospital and James Cook Hospital.

Cllr Parry had not been able to attend the Branding Group Meeting but was pleased to report that sponsorship was now helping to support the website.

Cllrs Walker, Robinson, Bell and Parry had attended the Shawl Group Meeting. The Group would apply for the free hedge plants being offered by the Woodland Trust.

Cllr Waites, Warland, Robinson and Bainbridge had attended a Tour de France update meeting. Parking places for 10,000 cars would be provided north of the town and 18,000 people were expected to be in the Leyburn area. The roads will be closed from 9 a.m. to 6 p.m. and possibly will be closed by 8.00 a.m. Setting up will begin on the Friday and the weekly market has been moved to Thursday for that week.


a. European Parliamentary Elections. Notice of election for European Members of Parliament for Yorkshire and the Humber Region. If the election is contested then the poll will take place on Thursday, 22nd May 2014.

b. RDC - Community Governance/Parish Review of the Parish arrangements for District of Richmondshire - The draft proposals are now on display during the consultation period from 4th April until 28th June 2014. Leyburn is not affected by any changes.

c. The Council received a letter of resignation from Councillor Alix Warland who had been a Councillor since March 2009.

d. The Council received a letter of resignation from Councillor Yvonne Denison who had been a Councillor since May 2011.

e. The Council received a letter of resignation from Councillor Andrew Waites who had been a Councillor since October 2007.

The Chairman, Cllr Walker, thanked all three for their hard work on behalf of the Town Council.

f. NYCC Area 1 Richmond Highways - Councillors discussed the proposed waiting restrictions on Brentwood near the entrance to the Medical Centre. It was agreed that the restriction should continue further along on the roadside to the east to prevent parking opposite the junction there. Councillors agreed to the proposed restrictions on Harmby Road near to the new extra-care facility to be built.

g. Councillors gave permission to Mr J Murphy of South Shields to hold his Annual Fair on the Market Place on Friday 9th, Saturday 10th and Sunday 11th of May 2014.

Councillors had no objections to the above applications.


The latest information had been given earlier at the meeting. The banner sign on Moor road had been moved further up the road.


RDC Play Improvement Fund 2013/14 - The Town Council application for funding towards the scramble net in the sum of £1,794 has been successful. The new equipment will soon be installed.

The flagstone pavement at the lower end of Commercial Square has been damaged again by vehicles parking there. The Clerk will obtain prices for removable bollards, which would prevent the problem.

Richmondshire District Council had not unlocked and cleaned any of the toilets in town that morning and the Clerk had already followed this up.

The team of volunteers at the Tourist Information Centre and the Library volunteers team had both been shortlisted in the District Council's 'Making a Difference in Richmondshire Awards' under the category of Community Group of the Year.

Cllr Bell reported that two dogs had been found at the entrance to the Shawl and were behaving in an aggressive manner towards people wishing to go through the gate. The Police had dealt with the problem but a letter will be sent to the owners telling them to keep their dogs away from the Shawl Fields, especially since sheep and lambs will be in the fields as from 1st June.
