A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Monday, 19th May 2014 at 7.00pm.

2950. ELECTION OF TOWN MAYOR – Cllr Walker was proposed by Cllr Robinson and seconded by Cllr Parry. All voted in favour.

2952. APOLOGIES were received from District Cllr Butler.

2955. MINUTES OF MEETING held on Tuesday, 22nd April 2014 were approved as a correct record.


The Richmondshire Branch Meeting of the YLCA will be held at Thornborough Hall on 5th June at 7.00 p.m. Julia Mulligan, Police and Crime Commissioner for North Yorkshire, will give a presentation at the meeting. The Clerk will also raise the subject of costly business rates that the Town Council must pay for Kelberdale Terrace toilets. This problem is nationwide and is to be taken up by NALC in a bid to have the law changed since many parish and town councils have had to take over the running of their local toilets.

The Richmondshire District Youth Council are attending Leyburn on Sunday, 22nd June between 10.00 a.m. and 12.00 noon to promote their litter-picking campaign. They will meet at the Wensleydale School and then pick litter in the town.

A complaint had been received about dog walkers leaving bags of dog waste along the footpath leading to Dale Grove from Richmond Road and also on the wall where the footpath leads from Dale Grove to the fields on the east of the estate. There is already a dog bin located there.

NYCC Highways had received the Town Council's comments about the proposed waiting restrictions on Brentwood (near to the doctor's surgery) and Harmby Road. The report will go to the Area Committee for approval or otherwise.

Welcome to Yorkshire and the Tour de France are hosting a roadshow at Tennants on
4th June at 6.00 p.m. Cllrs Robinson and Bainbridge will attend.

A public consultation for the proposed residential development at Hilltop Farm will be held at Thornborough Hall on Tuesday, 20th May from 1.00 – 8.00 p.m. Letters have been delivered to householders advising them of this.


Cllr Bainbridge had attended the Town Team Meeting. The new shopping directory will be ready for the Bank Holiday weekend and the five new cycle route leaflets are also available to download online. The group is currently looking for a location for a new bike rack in the town centre and also some old bikes to paint yellow for the Tour de France.

Cllr Parry had attended the Lower Wensleydale Area Partnership meeting. The resurfacing work in the lane next to Thomas the Bakers had been delayed. Work for the Bedale bypass will begin in November.

b. Notice of Vacancies posters are now displayed in town. Unless, by 27th May, a request is made by ten electors to hold an election, vacancies on the Town Council will be filled by co-option.

c. RDC - Proposed Street Trading Policy: Councillors commented that perhaps a pilot scheme could be tried out in Richmond in the first instance and they would not want street trading to be allowed in Leyburn on pavements. All other land belongs to the Town Council so trading is controlled.

d. Leyburn Fire Station - A request to hold a car boot sale on 29th June at Cracken House Farm field, Harmby Road was granted.

a. Councillors had no objections to an application by Exact Exhibitions for a time limited premises licence on Leyburn Market Place for the Tour de France weekend. All evening events will end by 10.30 p.m.

b. Councillors ratified the decision taken in principle at the April Meeting to allow the cemetery extension (currently unused) for the safe parking of cycles on 5th July 2014.


a. A new net climber has been installed. This has been part-funded by the R.D.C. Playground Improvement Fund.

Cllr Parry commented that the broken paving slab in Commercial Square had been caused by a lorry or similar vehicle driving over the paved area.

The new bus timetable shows times for buses between Leyburn and Gayle but not for buses between Bedale and Northallerton (route 73). These are available from the Tourist Information Office and the Council will ask if these can be incorporated in the timetable itself when it is next reprinted. Councillors were pleased to hear that the service from Leyburn to Bedale runs hourly, including the re-instatement of the former midday service. Buses from Bedale to Northallerton run every half-hour and are timed to fit in better with the other service so that passengers will not miss their connection.

Richmondshire District Council will be asked to tidy up the embankment area above the car park near the auction mart before the Tour de France weekend.
