A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Monday, 18th March 2013.

2755. PUBLIC REPRESENTATIONS

Mrs Sheila Simms complained that Mrs Ann Waites had used the Public Representations section at the previous meeting to make a personal comment about her and that Cllr Andrew Waites had criticised her letter to the press during the Exchange of Information section at the same meeting. She thought that their comments were inappropriate and asked what the purpose was of these sections of the meeting.

Richard Sanderson informed Councillors that the town wifi will be installed this week. This is being paid for by Portas grant money and a contribution from the Town Council.

2756. APOLOGIES were received from Cllr Denison and District Cllr Butler.

2757. To receive any Declaration of Interest under the Council's Code of Conduct or Members Register of Interest. – There were no declarations of interest.

2758. MINUTES OF MEETING held on Monday, 18th February 2013 were approved as a correct record with the addition of two items to the Exchange of Information section.

2759. CLERK'S REPORT

Mr Murphy had written to request permission for his fair to come to Leyburn from the 19th – 21st April. Councillors agreed to this.

Richmondshire District Council Planning Officers had informed the Town Council that the solar panels put onto the roof of a prominent building in the Market Place required planning permission because the building is listed and the owner had been advised to remove them.

Road resurfacing works in the High Street had been cancelled again because of bad weather and Councillors hoped that they would be re-scheduled as soon as possible.

North Yorkshire Fire and Rescue Service had written to thank the Town Council for assisting them in their recruitment drive last autumn. As a direct result they now have several new candidates.

The Clerk was disappointed to read in the Darlington and Stockton Times of 1st March that a Masham Parish Councillor had said that 'Leyburn, Hawes and Middleham Councils did not want to get involved in their campaign to have tourism signs replaced on the A1'. A detailed letter of support for their campaign had been sent following the February Meeting of the Town Council.

The Town Council office now has a new Broadband hub to enable wifi to be used in the Oak Room at Thornborough Hall.

The Town Council's new website (leyburntowncouncil.co.uk) is now live. The site has agendas, minutes of meetings, services of Leyburn Town Council as well as information about businesses located in Thornborough Hall, activities run in the Oak Room and events taking place in the town. Further information and photos are still to be added to the site.

2760. REPORTS FROM MEETINGS ATTENDED BY COUNCILLORS

Cllr Bainbridge had attended a meeting to set up a 'town team' which would plan how to use the £10,000 Portas Bid money. They are looking for creative ideas and suggestions for improving the streetscape and signage in town. A car charging point for electric cars had been suggested. New stone panels for the town signs on all five roads leading into Leyburn were being considered. The minutes of the meeting would be forwarded to all Councillors.

A meeting of the town branding group had taken place and Cllr Parry showed Councillors a copy of the new Business Information Pack and a draft copy of the new Leyburn leaflet which would be printed in time for the Easter weekend. Details of local events can be put on the new Lower Wensleydale website.

c. Leyburn Town Council Annual Parish Meeting is to be held on 22nd April 2013 at 7.30. Items for Agenda are to be received by 15th April 2013.

d. Councillors voted to adopt the next section of the Model Standing Orders (NALC) to replace existing Standing Orders.

e. The Dales Festival of Art - Councillors agreed to the request to site a second marquee on Leyburn Market Place during the weekend 4th – 6th May and gave permission to spray a temporary chess board on the Thornborough Hall lawn near the old wall. A sculpture exhibition will take place at Thornborough Hall.

f. St Matthew's Church clock – Further discussion took place and it was agreed to have the clock wheels repaired by Smiths of Derby. Councillors felt that it was important to plan for the future of the clock, should it ever require very major repairs or be deemed beyond repair. Cllr Parry asked for a working party to be set up which could also include the vicar of the church.

g. Councillors discussed the offer made by a local publican to lock up the Kelberdale Terrace toilets later in the evening during summer months. They were concerned about vandalism so it was agreed not to take up the offer.

h. Thornborough Hall Gardens – Councillors discussed the reply received from Richmondshire District Council in response to a letter questioning the future of the flats. Councillors were told that if only a few residents remain when the new residential development is built on Harmby Road, then the Thornborough Hall flats would close. Town Councillors felt very strongly that the building should remain as flats for elderly people but be updated to a better standard. This matter will be taken up again with the District Council and the support of the District Councillors was requested.

i. Leyburn Bowling Club - Councillors granted permission to hold a car boot sale on 7th July 2013 at Cracken House Farm field, Harmby Road.

j. The Rotary Club of Richmond - It was agreed to take part in the Best Kept Village Competition 2013.

a. The next Thornborough Hall meeting will take place on Wednesday, 8th May.

b. Councillors approved the purchase of ten small round tables for the Oak Room at the price quoted by Office Options.

13/00057/Full Full planning for proposed orangery extension to rear of existing bungalow at 38 Brentwood.

There were no objections to the above application.

2765. EXCHANGE OF INFORMATION

Cllr Bell reported that a section of wall has fallen down along the Shawl footpath near to the quarry. This will be reported to the quarry since the wall is their responsibility at that section.

The newly-resurfaced area in front of Central Chambers now has a hatched area on each end to prevent cars parking at those locations. It was hoped that drivers would comply with this.

Cllr Robinson had been told that there are bare electric wires in the damaged box for the roundabout sign near Dale Grove. Highways will be informed of this.

Cllr Waites asked for any further news of the cycle path to Bellerby. The scheme has been held up by the objections of a landowner at Bellerby.

There has been a noticeable increase in dog fouling in the town and Councillors appealed to dog owners to clean up after their pets.

The solar light in the car park near the recycling area does not work and kerbstones are broken again at the roundabout in the town centre.
