A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Monday, 21st January 2013.

2729. PUBLIC REPRESENTATIONS
Mr Scott of Thornborough Lodge asked the Council for permission to put a handrail along his wall at the bottom of the driveway to help pedestrians. The Clerk will pass the request to Richmondshire District Council since they own the driveway. Mr Scott offered to pay half the cost of this if it was approved. This matter can be brought back to the next agenda.
Richard Sanderson told Councillors that the Business Association wanted to set up a 'town team' to organise the spending of the £10,000 that they had received from the Portas Bid scheme. They would like to have a representative from the Town Council on the team.

Cllrs Warland and Harrison expressed an interest in item (f) since they are members of the Business Association.
2732. MINUTES OF MEETING held on Monday, 17th December 2012 were approved as a correct record.
2733. CLERK'S REPORT
The Hambleton and Richmondshire Community Safety Partnership had deployed the speed data logger opposite St Matthew's Church for seven days in November and the results were commensurate with the expected results within a 30 m.p.h. zone.
2734. REPORTS FROM MEETINGS ATTENDED BY COUNCILLORS
A Shawl Fields Management Group Meeting had been held the previous week.
Several Councillors had visited the Broadacres/NYCC consultation re. the extra care facility held at Thornborough Hall. All Councillors will be given the opportunity to see the plans when they are received.
Cllr Parry had attended a town branding and promotion meeting. The website had been running for one year now and had had lots of hits.
The Clerk had attended a meeting at Richmond re. the precept arrangements for the year 2013/14 and gave an outline to Councillors about the problems that the District Council have faced.

d. Hambleton & Richmondshire Citizens Advice Bureau - Every Friday there are now free advice sessions (by appointment only tel. 01748 823862) at Thornborough Hall, Leyburn
e. RDC - Resurfacing and white lining of the Leyburn pay and display car park will take place between 21 - 25 January, weather permitting (cancelled due to the snow).
f. Leyburn & Mid Wensleydale Business Association - Councillors considered a request for financial support for various activities and forthcoming town events in 2013. It was agreed to make a contribution of £200 from the Thornborough Hall account towards the cost of installing Wi-Fi in the town centre. Public Wi-Fi has been running successfully in Bedale for one year now. The remaining cost will be met by the Business Association and the Portas Bid funding.
g. Dales Festival of Art – Councillors agreed to the request to put up a marquee in the Market Place for the weekend of 4th to 6th May to coincide with the Dales Festival of Food and Drink. They also agreed to the use of Thornborough Hall gardens for a sculpture exhibition.
h. Resurfacing of the area in front of Central Chambers – It was agreed to send out tenders for the work to be carried out in March or April 2013. The work will also include remarking the line around that area plus no parking hatching at each side.
i. Hatching of area adjacent to market shelter to prevent car parking at that location – It was agreed to have this work done at the same time as relining is carried out in front of Central Chambers following resurfacing work.
j. Coverdale Memorial Hall - Councillors agreed to the request to hold a car boot sale on Sunday, 4th August at Craken House Farm field, Harmby Road.

John Russell was awarded the contract for refurbishment of the first floor gents' toilets in Thornborough Hall.

2739. EXCHANGE OF INFORMATION
Councillors were not pleased that the Christmas lights and tree were still up in the town square and the contract will be amended in future to ensure that they are taken down within a certain time. The Clerk had contacted the contractor soon after the twelfth night to request that they were turned off but due to staff sickness and then the poor weather conditions the contractors were unable to come to take them down as planned.
Councillors were all very pleased to hear that the 2014 Tour de France would come through Leyburn. Cllr Warland suggested that a proper celebration was planned for the event and this could be a joint venture with the Business Association.
