A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Monday, 18th February 2013.

Andrew McLoughlin from Broadacres and Juliette Daniel from North Yorkshire County Council gave an update on the proposed extra care housing scheme on Harmby Road. They were now ready to seek planning permission for the scheme and if successful then work would begin in late summer. The plans are for seven two-bedroom bungalows, 26 two bedroom apartments and 20 one bedroom specialist dementure units to replace those at Brentwood. It would cost £500,000 to bring Brentwood up to standard so it was better to put that money towards the new and better facilities. All Brentwood residents would be able to move to the new housing scheme. Residents of Thornborough Hall Gardens would also be offered the chance to move to the new housing scheme and local priority would be given for all occupancy. The new scheme would offer different levels of care so that residents would not need to move elsewhere if their level of needs changed. The Council was given a set of the proposed plans and copies of leaflets of frequently asked questions. Cllr Walker thanked Mr McLoughlin and Mrs Daniel for attending the meeting.
2741. PUBLIC REPRESENTATIONS
District Cllr Duff informed Councillors that he had managed to gain an extra £1,500 for the local Area Partnership grants fund.
Mrs Sheila Simms was concerned that the rents for the apartments in the proposed extra care housing scheme will be a lot higher than those charged currently at Brentwood. District Cllr Duff replied that tenants would not have to pay more since it would be means tested.
Mrs Anne Waites commented that her comments about parking which were made at a meeting held two months ago were entirely her own views contrary to the letter sent to the press by Mrs Sheila Simms.

2745. CLERK'S REPORT
The Clerk had contacted Richmondshire District Council about Mr Scott's request to put up a handrail on his wall. More information about the rail would be needed before a decision could be taken.
Leyburn Town Council would not be entitled to a rates rebate on the Kelberdale Terrace toilets because the Council already has three additional properties with a rateable value exceeding £2,600.
Masham Parish Council had written to request support from the Town Council in connection with the lack of signage for Masham and the Yorkshire Dales on the A1(M) upgrade northbound. A sign is required in advance of the junction to warn motorists and so a letter of support will be sent.
A copy of North Yorkshire's draft Police and Crime Plan had been forwarded to all Councillors for their comments.
NYCC Highways would replace the broken finger post outside the newsagents.
2746. REPORTS FROM MEETINGS ATTENDED BY COUNCILLORS
Several Councillors and the Clerks had attended the public meeting to present the plans for the Old Schoolhouse project to convert the former Catholic School into a cinema and arts centre. Councillors fully support the project and hope that the group will obtain its funding.

f. YLCA – Richmondshire Branch Meeting would be held on Thursday, 21st February 2013 at 7 p.m. in Richmond Town Hall.
g. Leyburn Town Council Annual Parish Meeting would be held on 22nd April 2013 at 7.30. Items for the Agenda must be received by 15th April 2013.
h. Cllr Bainbridge was appointed as the Town Council representative for the Leyburn and Mid Wensleydale Business Association "Town Team" to allocate Portas funding.
i. 1940s Weekend – A meeting would be held on 19th February for those interested in helping. Without sufficient volunteers the Weekend would not go ahead.
j. Councillors granted permission to St. Andrew's Church, Grinton to hold a car boot sale in Parks Field, Grinton on Monday, 27th May 2013.
k. Following discussion it was agreed to adopt the first section of the Model Standing Orders (NALC) to replace the existing Standing Orders. Each month a further section will be adopted.
l. Councillors reviewed the charges and rules for the placing of tables on Town Council land for 2013. The charge will raise from 20p to 25p per square metre.
m. It was agreed to site a new car parking donation box on Grove Square at the junction opposite the Police Station. Permission had been given by NYCC to put the box where their signs are located.
n. Councillors discussed the quotation received for repairs to the church clock. Following discussion it was agreed to contact Smiths of Derby to ask about the general state of the clock and to find out if the old mechanism can be replaced with modern workings.
2748. THORNBOROUGH HALL
a. Councillors discussed the purchase of 10 folding bistro-style tables for the Oak Room. The price obtained will be compared to others before a decision is taken.
b. It was agreed to purchase a new BT Broadband hub for the office to enable wi-fi to be available to hirers of the Oak Room. The Clerk will check the signal coverage before ordering the hub.

There were no objections to the above applications.
a. Councillors offered Mr K Scott of Northallerton a pitch on the market to sell sweets and soft drinks.
b. The ice cream contract for 2013 was awarded to Barries Ices Ltd. The Clerk will ask Mr Proctor if he can park the ice cream van so that the exhaust fumes are not near to people waiting for the buses.
c. The contract for resurfacing work and relining in the Market Place was awarded to Duffields.
d. Councillors discussed the request to pay road tax for the van used for transporting market cones. It was agreed instead to pay the Market Superintendant some extra money each month to cover this.
Councillors awarded the Cemetery and Garden of Remembrance grass cutting and maintenance contract for 2013 to Horton Landscaping Ltd.
Councillors approved the accounts as attached.
2753. EXCHANGE OF INFORMATION
Cllr Waites reported that the resurfacing works in the town centre had begun at 7.00 a.m. instead of 8.30 a.m. as indicated in letters sent to householders. The Clerk had already contacted NYCC who were following up the matter.
Cllr Waites commented on a letter sent by Mrs Simms to the press in which she gave no credit to the 25 volunteers who help to run the Tourist Information Centre in town.
Councillors noted that the pay and display car park had been resurfaced as had an area of land near the Kelberdale Terrace toilets.
Cllr Robinson was thanked for removing the Christmas tree from the Market Place.
Councillors agreed to allow parishioners from St Matthew's Church to perform a passion play on the area adjacent to the war memorial between 11.00 – 12.00 on Good Friday.
Cllr Robinson reported that there are a lot of potholes in the road leading from the Pheasant Inn at Harmby to Bellerby.
Cllr Waites commented that District Cllr Butler had now missed two Town Council Meetings.
