LEYBURN TOWN COUNCIL

A meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Monday, 20th May 2013.

2780. ELECTION OF TOWN MAYOR

Cllr Walker was proposed by Cllr Warland and seconded by Cllr Parry. All voted in favour and Cllr Walker was duly elected Town Mayor.

2781. PUBLIC REPRESENTATIONS

Mr Shepherd informed the Town Council that the Council's website was down. He complained that the Members' Register of Interests had not yet been put on the website and that the Town Council needed to legally amend the status under which it runs Thornborough Hall. He also complained about the manner in which Councillors make comments on planning applications. He objected to the amount of money spent on thistle control in the Shawl Fields and questioned the legal status of the Shawl Fields Management Group. His final complaint concerned two matters he had raised in 2012, which he considered were still outstanding.

The Chairman paid tribute to Keith Jones whose funeral she had attended the same day. He had been a Leyburn chemist for many years and she wished to acknowledge the years of hard work he put in as a Richmondshire District Councillor and also a Leyburn Parish Councillor.

2782. APOLOGIES were received from Cllrs Harrison, Robinson and Bell.

2783. To receive any Declaration of Interest under the Council's Code of Conduct or Members' Register of Interests – There were no declarations of interest.

2784. APPOINTMENT OF OFFICERS, REPRESENTATVIES AND WORKING PARTIES

a) Deputy Town Mayor – Cllr Waites was proposed by Cllr Bainbridge and seconded by Cllr Warland. All voted in favour.
b) Planning Working Party - Cllrs Bell, Waites, Robinson, Walker and Harrison.
c) Cemetery Working Party - Cllrs Parry, Bainbridge and Denison.
d) Market Working Party – Cllrs Walker, Warland and Denison.
e) Shawl Fields Management Group - Cllrs Robinson, Bell, Parry and Walker.

2785. MINUTES OF MEETING held on Monday, 15th April 2013 were approved as a correct record.

2786. CLERK'S REPORT

The Clerk had queried why the yellow lines had been removed from the sides of the road on the north side of the Market Place and Highways had responded that some anomalies currently exist that do not correspond to the Traffic Regulation Order in place.

The cash donations box in the gents' toilets at Kelberdale Terrace had been vandalised and the Police were confident that the culprits had been found. The box has been replaced now.

The Richmondshire branch of the YLCA would hold its annual meeting at West Burton on
6th June.

The NYCC Richmondshire Area Committee would meet on 29th May at Barton.

Cllr Denison noted that the loading bay on the High Street outside Gilsans Sports shop had not been repainted but vehicles were still parking there on a regular basis.

2787. REPORTS FROM MEETINGS ATTENDED BY COUNCILLORS

Cllrs Parry and Walker had attended a meeting to discuss alleged speeding issues on Brentwood.

Cllr Bainbridge had attended two meetings of the Leyburn Town Portas Team.

Cllr Parry had attended a meeting of the Lower Wensleydale Area Partnership at which the 2014 Tour de France was discussed.

Decision/Comment Required

i. Councillors voted in favour of adopting the final section of the Model Standing Orders (NALC) to replace existing Standing Orders.

j. Councillors discussed the proposed Bedale bypass since comments needed to be sent to County Cllr Harrison-Topham. It was generally agreed that through-traffic does cause a problem in the town centre of Bedale, especially at the main junction. This could be improved by the installation of traffic lights and Councillors felt that £42 million pounds was a lot of money to spend in the present climate on a bypass. There were concerns expressed about the environmental damage that the by-pass would cause and the loss of business to traders in the town centre. It was not felt that Leyburn would see increased trade if the bypass was built.

k. Since three Councillors were absent from the meeting, it was agreed to select a member at the June Meeting to be the Tour De France representative for future meetings of a local organizing group for the event.

l. Councillors discussed further the locations for possible new bike racks in the town centre. It was felt that the best people to ask would be cyclists since they could identify locations where they would be happy to leave their cycles. Cllr Warland can do this through the Tourist Information Centre and Jonathan Sunter could ask his customers at his bike shop.

m. Leyburn Fire Station - Councillors granted permission to hold a car boot sale at Craken House Farm field, Harmby Road on 30th June 2013.

n. No Councillor wished to be considered as a co-opted member for the NYCC Richmondshire Area Committee.

2789. THORNBOROUGH HALL

Councillors gave approval for a fresh insurance re-build valuation to be prepared.

2790. PLANNING
Decision/Comment Required

a. 13/00148/Full Full planning for change of use from B1/B8 to D2 to be used as Community Fitness Centre at 4 and 5 Badger Court, Harmby Road Business Park.

b. 13/00218/AORM Approval of reserved matters for erection of 2 dwellings and associated infrastructure at land adjoining South View.

c. 13/00229/Full Full planning for change of level to front garden to form planters and two parking spaces at Rosedale, Moor Road.

There were no objections to the above applications.

d. Pre-application Consultation on revised scheme for proposed new dwelling at Quarry Hills - This document was still being circulated around the Councillors of the Planning Working Party and unfortunately it was not possible to read out the comments made since the document had not been brought to the meeting. It was agreed that the comments to be sent to the District Council would also be sent to the applicants since they were present at the meeting and would have been able to hear them there. Cllr Waites considered the design to be very eco-friendly but not appropriate for the location since it was important to consider other residents already there. Comments would be sent as soon as possible.

2791. MARKET

a. Councillors awarded Mr. S. Nicholson of Richmond a permanent pitch on the market to sell cheese.

b. It was agreed to purchase three floor-standing no-parking signs for the Friday Market to help to prevent overnight parking by cars.

2792. PLAYING FIELDS
Information

The new toddler slide has now been installed, this has been 50% funded through the Richmondshire District Council Children's Playground Improvement Scheme.

2794. LOWER WENSLEYDALE AREA WORKING PARTNERSHIP

There is a photographic competition running through the summer months and posters have been put up throughout the area.

2795. EXCHANGE OF INFORMATION

The damaged traffic bollard next to the Bolton Arms had been reported to Highways.

The stone trough next to the roundabout has suffered further damage to one stone on the top. Calverts will be asked to replace this.

Cllr Warland commented on how successful the Arts Festival in town had been and congratulated Sue Dewhurst on her hard work organising it.

The tree guard near to the Black Swan is bent.

Richmondshire District Council would clear up the litter near to the Auction Mart. The Clerk was asked to contact them about the weeds growing on the embankment near to the youth pod.

The sign located near to the petrol station directing visitors to the chocolate factory needs adjusting in order to prevent drivers from going around the back of St Matthews Terrace.
