A meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Monday, 21st August 2017 at 7.00pm.

Sergeant Findlay introduced herself as the temporary Sergeant at Leyburn Police  Station.  A Neighbourhood Watch is being set up in some areas of Leyburn following recent burglaries in unoccupied bungalows.



District Cllr Duff reported that RDC will now make a charge at all its public toilets. The Clerk will contact Gary Hudson regarding the most suitable pay mechanism for the Kelberdale Terrace toilets with a view to charging for these.



District Cllr Sedgwick is requesting more street lighting for the stretch of Harmby Road between the new zebra crossing and Kirkwood Hall.  The Town Council will also ask about this.



A local resident enquired about the progress of the Yarker Bank Lane Land Registry objection by the Town Council. 



3478. APOLOGIES were received from Cllr Bradford and these were accepted by the Meeting.



3479. To receive any Declaration of Interest under the Council’s Code of Conduct or Members’ Register of Interest - There were no Declarations.



3480.  MINUTES OF MEETING held on Monday, 17th July 2017 were approved as a correct record.






The Clerk had spoken to the solicitor handling the Yarker Bank Lane Land Registry objection.  Land Registry did not accept the claim made to the lane because of the historical Enclosure Award.  The meeting was opened up to allow Mr Sunter to speak.  He told Councillors that he had no objection if the Town Council wished to claim the ownership of the lane and he would then register his rights of access along it.  He simply wishes to cross the lane with services.




Moor Road update



The location for the sign has been confirmed and the ground socket has been installed.



The speed survey has been completed and the results are awaited.



Regarding the 3 ton restriction sign outside Thornborough Hall, this sign is the responsibility of the Town Council and not Highways as it is a parking restriction sign for the town squares and not a road restriction sign.



NYCC Highways has started drainage work in the dip near the entrance to Metcalfe farms and this work is due to be completed today.



A complaint was received about the railings on The Mount & St Mary’s Mount - Highways were contacted and they will repair the damaged railings but unfortunately will not repaint them.



Richmondshire District Council is preparing a new Statement of Community Involvement (SCI) to reflect changes in planning legislation. The SCI explains how they will engage with and involve people and organisations in preparing local planning documents and considering planning applications. The consultation for the Draft SCI is available for inspection and comment from 25th July to 11th September.  A copy will be emailed to Councillors.



Macmillan Cancer Support will come to Leyburn Auction Mart with their information support service on Friday 25th August from 9a.m. to 3p.m..






Cllr Pace reported that the Town Plan questionnaire will be launched on 4th September and the consultation will run until 9th October.

Market Shelter


  1. Councillors further discussed ways of improving the seating in the market shelter.  It was agreed that these should be looked at again for some fresh ideas and therefore the quote provided will not be accepted.

  2. The cleaning of the market shelter roof will be arranged.

    Emergency Ambulance bay

  3. Cllrs agreed to the location of the proposed ambulance bay in Commercial Square.  Permission will be sought from the Bolton Arms to place a sign on the wall above the bay.

  4. It was agreed to have the bay hatched.

    Car Parking

  5. Councillors discussed placing larger “Pay here” signs to highlight the parking donations boxes in the squares and these will be discussed again at a site meeting to be held the following day. 

  6. It was agreed to increase the recommended parking donation amount to £2.

  7. It was agreed to discuss at the site meeting whether or not to restrict vehicular access to the Market Square over the pavement between the Town Hall and the War Memorial.

  8. It was agreed to discuss at the site meeting the placing of removable bollards between the Town Hall and the War Memorial.

    Refurbishment of Leyburn Police Station

  9. Cllrs agreed that the best location for the skip in Grove Square during the refurbishment would probably be on the Square, parallel to the pavement opposite the Police Station.  This will be checked at the site meeting.  It was agreed to charge 25p per square metre per day.

  10. It was agreed to increase the size of the designated Police parking area to accommodate the larger vehicles now used.

  11. Dog Waste Bins – Cllrs discussed the possible locations of two new dog waste bins that had become available.  Jorvik Homes had offered to pay for two bins at their new housing developments and it was agreed to take up this offer.  Cllrs would ask if  existing dog bins that are located adjacent to normal litter bins could now be moved to new locations since RDC now permits dog waste to be put into litter bins.

  12. A resident had written to request new playing fields in the north of the town since the Wensleydale School has now fenced off their playing fields so children are no longer able to play there.  It was agreed to write to the Headteacher at the School to ask if they could reconsider making their fields available for public use again.

  2. 17/00259/FULL Full Planning Permission for Decking Over Culvert at Bottom of Garden at 14 Coverdale Close, Leyburn, DL8 5NN GRANTED

    Cllrs had no objections to the above applications but commented that the item (c) playground should remain for private use only.

  1. It was agreed to award Nicola Jane Martin (current casual trader The Yorkshire Roast) from Brompton-On-Swale a permanent pitch on the market to sell takeaway food and drinks.

  1. Councillors approved the application for a debit card for the Responsible Financial Officer in order to facilitate online banking.

  2. Councillors approved the accounts as attached.  Scribe will be contacted for advice regarding spend v. budget figures on the spreadsheets.


    The roadside verges outside Kirkwood Hall are unsightly and need levelling and cutting.  Broadacres will be contacted

    Cllrs will consider planting the central flower bed at Thornborough Hall with perennial plants instead of annual bedding plants.

    A & J will be reminded to cut the cemetery grass.

    There is a broken water meter cover outside the laundrette, this will be reported to Yorkshire Water.

    Kerbside cardboard recycling will begin on 25th September.

    An election will take place on 7th September for a new Town Councillor.  The two candidates are Derek Riley from Moor Road, Leyburn and Perry Gardner from Preston Mill, Wensley Station.
