3123. PUBLIC REPRESENTATIONS
Mrs Simms informed Councillors that a meeting to discuss the new bus services would be held at 2 p.m. on 3rd July at St Matthews Church.
3124. APOLOGIES – There were no apologies (Cllr Sanderson would arriver later).
3125. To receive any Declaration of Interest under the Council's Code of Conduct or Members' Register of Interest – There were no declarations of interest.
3126. MINUTES OF MEETING held on Monday, 18th May 2015 were approved as a correct record. Cllr Borman wished it to be noted that he had no objections to abiding by the Council's new Standing Orders.
3127. CLERK'S REPORT
NYCC has launched a new Community Awards Scheme to honour projects, individuals and groups who have helped to keep services running in the face of cuts in County Council budgets. Nominations close on 31st July 2015 and details can be obtained at northyorks.gov.uk/communityawards. It was suggested that the Leyburn firefighters could be nominated and the Clerk will follow this up.
NYCC Highways had noted the Council's comments regarding road markings in Commercial Square. The proposed loading and disabled bays will be incorporated into a formal consultation document.
3128. REPORTS FROM MEETINGS ATTENDED BY COUNCILLORS
Cllr Pace had attended a Town Team meeting. The group was sorting out the finger posts (part funded by NYCC) and would make changes to the area where the new bike rack is located in front of the bakers shop. It was agreed that a plan of their proposals should be drawn up for Councillors to consider.
The Clerk and Cllr Borman had attended a branch meeting of the YLCA held at Thornborough Hall. A talk about hydraulic fracturing ('fracking') had been given.
3129. CORRESPONDENCE & REPORTS
a. Town Council Surgery will be held on Thursday, 2nd July from 2 - 3 p.m. in the Oak Room.
b. NYCC Library Consultation Report is now available on NYCC website at www.northyorks.gov.uk/libraryconsultation.
c. Resignation received from Councillor Stewart Bainbridge – This vacancy can now be filled by co-option so this will be advertised locally.
d. Councillors discussed a Town Plan for Leyburn and agreed that a special meeting should be arranged to discuss the process for this and how grant money would be used.
e. To review Town Council Office hours – Councillors agreed a resolution to discuss this matter in closed session at the end of the meeting.
f. Councillors granted permission to Katie Rhoades to place tables on Town Council land outside 27 Market Place in connection with her new tea shop/cake shop.
g. Town Team - The group wished to replace the 'Talk Talk' community notice board in the Market Place with a new one at the market shelter (to replace the Business Association board). Councillors required more information about the new interpretation notice board by the cycle racks on the pavement leading to the Thomas the Baker shop.
h. Councillors discussed Mr Ian Leathley's request for permission to site spring bulb racks on Town Council land in front of his new shop. They all felt that 6' high racks were too tall and agreed that a maximum height of 3' 6" should be permitted and permission was given for 2015 only.
i. Councillors discussed Mrs Anne Waites' request to place A-boards on Town Council land to advertise products for sale in her shop (Wobbly Dog). She must provide exact details of number, size, means of fixing and location in order for this to be considered.
j. Leyburn Fire Station - Councillors gave permission for a car boot sale on
5th July in the field opposite Tennants Auction Centre, Harmby Road.
k. Spennithorne & Harmby Sports Association – Councillors gave permission for a car boot sale on 30th August at Ferrand Park, Harmby.
3130. THORNBOROUGH HALL
The gardening contract for 2015 was re-awarded to A & J Garden Services Ltd since Horton Landscaping had been unable to carry out the work.

b. 15/00264/Full Full planning permission for erection of garage and store, Rock Castle, Moor Road. Granted
c. 14/00672/Full Full planning for proposed extension to existing multi-functional Auction House to form multi-use Sensory Garden to provide external dining, events and function area for general tourism purposes, Tennants of Yorkshire Auction Centre, Harmby Road. Granted
d. 15/00375/Full Full planning for installation of twin-walled flue from multi fuel stove situated in the lounge at 7 Quarry Hills Lane.
e. 15/00380/Full Full planning for change of use from Estate Agents to Tea Room/Cake Shop at 27 Market Place.
Councillors had no objections to the above applications.
District Cllr Duff had brought a revised plan for the proposed houses in the garden of Prospect Villa on Bellerby Road. Councillors agreed that only one house should be built on the plot.
a. Review of Market Rules and policies – After reading letters from two traders some Councillors felt that it would be better to retain the current policy of not duplicating stalls i.e. running an 'open market'. It was agreed that the rules and policies should remain as they are for now but that steps should be taken to encourage more traders to attend the Leyburn market in order to increase the number of stalls. A letter will be sent to traders asking for their help with this and other ideas will be followed up.
b. Councillors all agreed to introduce a policy for not allowing political stands in the Friday market.
Councillors re-awarded the cemetery contract for 2015 to A & J Garden Services Ltd since Horton Landscaping had been unable to carry out the work.
a. Councillors approved the accounts as attached.
b. Councillors approved the Town Council's Annual Return 2014 – 15. The internal auditor had made four suggestions and these will be acted upon.
3135. EXCHANGE OF INFORMATION
Cyclists are regularly using the Shawl Fields footpath, especially those who are going to the quarry. They should use the lane since cycles are not permitted on the footpath.
Dog-fouling on the cobbled area on the north side of the Market Place continues to be a problem.
Some empty boxes from market stalls are being left at the rubbish bin near the bakers shop. Traders will be reminded that these must be taken home if they have missed the Yorewaste collection.
Cllr Borman asked if, in future, the union jack flag could be raised on the Queen's birthday.
Cllr Borman asked if the Town Council would send a letter of support for the protection of the mature trees at Brentwood Lodge. This was agreed.
Cllr Pace reported that cars are regularly parked on the hatched pedestrian area near the Kings Head pub.
Cllr Pace asked if Standing Order 10(c) could be amended in order to allow agenda items to be requested less than ten days before a meeting. The Clerk will draw up a draft new Standing Order to cover this for discussion at the next meeting.
