A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Monday, 16th March 2015.

District Cllr Duff encouraged people to register to vote in the election. He had followed up the Harmby Waste Transfer Station application for the site at Hillcrest but no decision had been taken yet.

3086. To receive any Declaration of Interest under the Council's Code of Conduct or Members' Register of Interest – There were no declarations.

3087. MINUTES OF MEETING held on Monday, 16th February 2015 were approved as a correct record.


The Town Council Office had received a report of dog dirt being found on a grave and headstone in the cemetery approx. three weeks ago. Dog owners are reminded that it is prohibited to allow a pet to run around freely in the cemetery.

The St Matthews Church clock has not been wound recently because a repair is required. The Clerk will remind the company that maintains the clock.

Members of the Town Council and the Business Association have been invited to a meeting at TOSH to discuss the future of the Town Team. Cllrs Walker and Bainbridge will attend.

The NYCC Area Committee Meeting will be held at Tunstall on 18th March.

Richmondshire District Council will investigate the installation of the satellite dish at the pie shop in the Market Place.


Cllr Sanderson had attended the Lower Wensleydale Area Partnership Meeting. The future of the Library had been discussed and it is possible that more funding may be available towards Leyburn Library running costs. The new extra care facility was also discussed and there is still a duty to provide physiotherapy and chiropody services so these may be provided in the new buildings at Brentwood Lodge.

Cllr Bainbridge had attended a Town Team meeting. The bike racks have been made and will soon be fitted in the Market Place. A half-page advert of local events had been included in a publication placed in B&B letting rooms.

h. Signage for Leyburn on Bedale bypass – This information is still not available.

i. NYCC - Proposed introduction of waiting restrictions for Brentwood (amended proposal) - Councillors agreed to accept Option A which will extend the 'no waiting at any time' restriction further up the road alongside the Sandpiper Inn. However, it was felt that option B ('no waiting at any time' along both sides of Brentwood to below the Quarry Hills junction) was too restrictive and they would prefer to have no parking between 8 a.m. and 6 p.m. on the north side only.

j. Leyburn Community Primary School - Councillors discussed the request for financial support for a grant application to extend and improve outdoor provision for the youngest pupils. The Town Council is already providing a new toddler roundabout at the playpark adjoining the school so it may not be possible to support another facility at the school. However, further details will be requested.

k. Leyburn Arts Centre Ltd, The Old School House - Councillors agreed to send a letter of support for their application for funding towards a new entrance and café extension.

l. Request for a dog bin on Richmond Road – It was not felt that a special dog bin should be provided since these cost £187. However, the normal waste bin can be used for dog waste and the Council will see if stickers can be put on the bin to show this.

A local dog owner is regularly allowing his dog to foul the north side of the Market Place. His identity is now known and he will be reported to Richmondshire District Council.

m. Brentwood Lodge – Further discussion took place and Councillors were informed that no planning application from Broadacres for affordable housing had been submitted yet. Ideally the site could have a much-needed nursing home for the town and Councillors hope that they can be consulted at an early stage regarding the future use of the site.

Councillors approved the job description and payment for a wedding host/hostess for Thornborough Hall. The position will now be advertised and details can be obtained from the Town Council Office.

b. 14/00979/LBC Listed Building Consent for internal alterations to the annex and installation of flue at West End House, Riseber Lane. Granted

c. 15/00093/Full Full planning to create a driveway to hold one car removing existing grassed area and placing 'permi-8' permeable block paving slabs onto surface area and extend the existing drop kerb to create access to the driveway at 56 Dale Grove.

d. 15/00134/Full Full planning for formation of access and drive with off street parking area at Ashcroft, Middleham Road.

e. English Heritage – Planning (Listed Buildings and Conservation Areas) Act 1990 buildings of special architectural or historic interest -
St Peter and St Paul's Church with associated presbytery and school room, Richmond Road, Leyburn. Councillors agreed to leave the listing as it is currently.

Councillors granted Mrs L Mottrom from Barnard Castle a permanent pitch on the market to sell craft items.

Simpsons from Wensley will remove excess soil waste from the cemetery field.

The road surface outside the Primary School and the speed bump there are in a poor state and will be reported to NYCC Highways.

Councillors thanked Ray Nicholson for the lovely snowdrops he has planted in Thornborough Hall woods adjacent to the path.
