2921. PUBLIC REPRESENTATIONS – District Cllr Butler had given her support to the recent playground application.
2922. APOLOGIES – There were no apologies.
2923. To receive any Declaration of Interest under the Council's Code of Conduct or Members' Register of Interest – There were no Declarations of Interest.
2924. MINUTES OF MEETING held on Monday, 17th February 2014 – Councillors approved the minutes of the meeting as a correct record.
2925. CLERK'S REPORT
A sheep on the Shawl had been attacked by a dog on 11th or 12th March and had been badly bitten on the leg. This is a very serious matter since all the sheep are in lamb and must not be upset or chased by dogs. Dog owners must keep their dogs under control whilst walking through the Shawl Fields. If anyone has information about the incident they should ring the Town Council Office on 01969 622561.
The NYCC Richmondshire Area Committee would hold a meeting at Richmond on
19th March 2014.
A litter-pick organised by the Wensleydale School had taken place the previous week near Woodside in response to a letter of complaint that had been received by the Town Council. Councillors praised the pupils that took part.
The District Council was seeking volunteer litter-pickers for the 5th July, the day that the Tour de France will come through the town. The letter was passed to the members of the group helping to organise events in Leyburn that day.
The Posthorn café will put out tables and chairs on the area of Market Place in front of their premises. This will not interfere with the weekly market.
2926. REPORTS FROM MEETINGS ATTENDED BY COUNCILLORS
Cllr Bainbridge had attended the Town Team Meeting. The new shopping leaflet and the five cycle route leaflets are being printed and distributed next month.
Cllr Parry had attended a meeting of the Branding Group.

e. 'A Vision and Case for Change' forum re. the future of local health and social care for older people will be held at 10.00 a.m. on Tuesday, 8th April at the Methodist Hall.
f. RDC 'Communities Opportunity Fund' – New applications are invited from
1st April. Councillors will consider applications for new playground equipment and funding towards fencing and hedging on the Shawl Fields.
g. Councillors discussed further the possible ways of charging for the use of Kelberdale Toilets. A price had been obtained for the installation of exterior doors with pay boxes fitted. The Clerk will find out what repair/callout service is offered by the company and if any have been installed in North Yorkshire. The cost of the doors is very expensive and so it was agreed to submit an application to the RDC Communities Opportunity Fund. This would also include the fitting of an extractor fan in the gents toilets.
h. It was agreed to fit two manger troughs for flowers on the end wall of Kelberdale toilets.
i. Councillors discussed the problems with the bus services from Gayle to Northallerton. It was agreed that the letter received by Cllr Bell from NYCC had not replied to the points raised. The Gayle to Northallerton through service should be re-instated if possible and Councillors felt that there should be a commitment from Proctors that the Northallerton to Bedale and Bedale to Gayle (and vice versa) services are connecting services. A letter will be sent to Integrated passenger Transport at NYCC.
j. RDC Housing and Health Scheme 2014-2016 – Following circulation, comments will be sent in.
k. RDC 'Making a difference in Richmondshire Awards 2013/14' - Nominations must be received by 28th March 2014 and it was agreed to nominate the Library volunteers and the Tourist Information volunteers.
2928. THORNBOROUGH HALL
The painting tender for the exterior of Thornborough Hall was awarded to Mr P Kearney.

2931. TOUR DE FRANCE
A meeting of the group will be held later this week. Cllr Bainbridge reported that the group had been granted hub status, which means that the town can apply for additional funding towards the event.
Councillors approved the accounts as attached.
2933. EXCHANGE OF INFORMATION
Cllr Harrison asked if a drop-off point for the First Responder bag could be located at Thornborough Hall. This will be discussed at the next Thornborough Hall Meeting.
Cllr Parry was concerned that the new Tour de France sign on Moor Road near the entrance to the tip was obstructing the view up the road for drivers. A better position will be sought.
Cllr Walker reported that there is a serious problem of dog-fouling on Quarry Hills Lane.
