2861. PUBLIC REPRESENTATIONS
Richard Sanderson asked the Town Council to involve the Business Association if any discussion takes place about the removal of some parking spaces near to the war memorial.
2862. APOLOGIES were received from Cllr Waites and District Cllr Butler.
2863. To receive any Declaration of Interest under the Council's Code of Conduct or Members' Register of Interest – Cllr Walker expressed an interest in item 6(m) and Cllr Bainbridge expressed an interest in item 8(b).
2864. MINUTES OF MEETING held on Monday, 21stOctober 2013 were approved as a correct record.
2865. CLERK'S REPORT
Letters from the Leyburn Community First Responders, the Yorkshire Air Ambulance and the Great North Air Ambulance had been received, thanking the Town Council for their donation.
A letter had been received from the Highways Agency in response to the Town Council letter of support for signage to Masham and the Dales on the A1. As previously indicated, the letter stated that any such signs must be paid for by those promoting them.
A Tour de France Roadshow would be held at the Rugby Club on 19th November. This is aimed mostly at businesses and Cllr Harrison would be attending this event.
2866. REPORTS FROM MEETINGS ATTENDED BY COUNCILLORS
Cllr Parry had attended a Patient Participation Group Meeting held at the doctors' surgery.
Cllrs Robinson and Bainbridge had attended a Tour de France meeting at which logistics had been discussed in more detail. On the day of the race the riders will come through the town between 2.30 and 3.00 p.m. and the publicity caravan will pass through the town between 12.30 and 1.00 p.m.. Most of the route through the town will have barriers. Since these will be put up the day before, Councillors will have to consider the impact on the Friday market. It was suggested that a yellow-theme would be appropriate for the 2014 town flowers.

d. RDC - Richmondshire Local Plan Core Strategy: Examination. This will now be independently assessed through a public examination. Hearing sessions will run from 17th December until 20th December.
e. Leyburn & Mid Wensleydale Business Association – A generous donation of £1,285 had been received towards flowers and Christmas lights.
f. NYCC - Councillors supported the proposed introduction of waiting restrictions on the A684 Harmby Road close to the site of the new extra care housing. Highways would be asked about the provision of a pedestrian crossing there also.
g. NYCC - Councillors supported the proposed extension of the 30 mph limit on the A684 Harmby Road. Highways will be asked about the provision of street lights if the new limit comes into force.
h. NYCC – Councillors agreed with the proposed parking restrictions on the western end of Brentwood, Leyburn. The Clerk was asked to follow up the result of the consultation re. parking restrictions on Brentwood near to the doctors' surgery.
i. Leyburn & Mid Wensleydale Business Association - Councillors gave permission for the use of the Market Place for the Christmas Fair and lights switch-on on Saturday, 7th December.
j. Leyburn 1940's Weekend 2014 - Councillors gave permission for the use of the whole of the Market Place on 26th & 27th July 2014.
k. Leyburn 1940's Weekend - Councillors agreed to give a donation of £500 for the 2014 event.
l. Great North Air Ambulance - The request for a donation for 2014 will be discussed at the precept-setting meeting.
m. TOSH - Councillors discussed the request for a donation towards the cost of production of the 2014 newsletters but agreed that since two donations had already been given towards the project the Town Council could not contribute any more funding.
n. Rural Action Yorkshire – Information had been received about the Touchstones project. This will be put on the noticeboard.
o. Office closure for Christmas and New Year – Councillors approved the closure on 27th, 30th and 31st December. The office will re-open on 2nd January.
2868. THORNBOROUGH HALL
The gardening tender for Thornborough Hall gardens for 2014 was awarded to A & J Garden Services at Bellerby.

Councillors had no objections to the above applications.
Councillors discussed the application from Mr G R Williams of Darlington to have a pitch on the market to sell sweets. He would not set this up a separate stall and therefore it was agreed that he should carry on selling sweets as he does now i.e. as part of his pitch. Councillors did not agree to the stall being extended. This arrangement will be permitted until a sole sweet trader applies for a pitch. This situation will be reviewed again in six months if no sweet trader has applied to the Town Council.
2871. PLAYING FIELDS
ROSPA - The Playing Fields Annual Report for 2013 had been received. Minor repairs were required and these are in hand. Only one item of equipment has been recommended for replacement.
2872. CHRISTMAS LIGHTS & FLORAL DECORATIONS
The Christmas lights switch-on and the Christmas Fair with a skating rink will be held on Saturday, 7th December. A marquee will be located adjacent to the war memorial and traders will be warned of this since it will be in place before market day.
Councillors were very grateful once more to the Bolton Estate for providing the Christmas tree for the Market Place. A tree may have to be purchased next year since the Estate has very few trees now that are sufficiently tall for the Market Place.
a. YLCA has advised Councils to delay setting their precept until January 2014 so that an informed decision can be taken based on the amount of funding given to the District Council by the Government which should be passed down to parishes.
b. Councillors approved the accounts as attached.
2874. EXCHANGE OF INFORMATION
The light near 5 Woodside has still not been repaired. This will be followed up again.
Richmondshire District Council will refund customers who purchased rolls of green garden waste bags when charges begin for the service in 2014.
