A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Monday, 18th September 2017.

The Chairman welcomed Mr Derek Riley to the Town Council.
District Cllr Duff told Councillors that as from 25th September cardboard can be left out for recycling. If householders wish to split up their recycling they can obtain a black box for glass and use their green box for tins and plastic. A plastic divider can also be fitted inside the green box if a householder doesn't require two boxes. Cardboard can be left in special white bags. All these can be collected in person from the District Council Community Office at Thornborough Hall or delivered if necessary (takes up to 21 days).
Sgt. Findlay from Leyburn Police Station reported that there had been very little crime in Leyburn in August. 40 householders on Park View have signed up to the Neighbourhood Watch Scheme.
3492. To receive any Declaration of Interest under the Council’s Code of Conduct or Members’ Register of Interest - Cllr Sanderson declared an interest in item 6(c) re. the Christmas Festival.
3493. MINUTES OF MEETING held on Monday, 21st August 2017 were approved as a correct record.
Yarker Bank Lane update - The solicitor has reported that the matter of the ownership of the lane rests with Mr Sunter and the Land Registry.
Street lighting to Kirkwood Hall- RDC had responded that they do not supply additional lighting. NYCC had also responded to say that since there had been no accidents at that location on Harmby Road, they could not put up any new streetlights. Broadacres may be contacted regarding this matter.
Overgrown verges at Kirkwood Hall – Broadacres have passed the complaint onto their property surveyors.
Dog waste bins - In order to carry out a review of the location of dog waste bins in Leyburn a map has been obtained of all current bins. This will be forwarded to all Councillors. It may be possible to re-site some existing bins located adjacent to litter bins.
Railings on the Mount and St Mary’s Mount - Highways have now repaired the railings but cannot repaint them due to financial restraints. Prices will be sought from local painters.
Ambulance bay re-location to Commercial Square - The Bolton Arms was contacted to request permission to put a sign on the wall above the bay. Punch Taverns had replied to say that they had no objections to this but since the building is listed, planning consent may be required.
Membership of Rural Action Yorkshire (RAY) will be renewed on 5th October.
The Governing Body meeting for NHS Hambleton, Richmondshire and Whitby Clinical Commissioning Group will take place on Thursday,
28th September at 1.30p.m. at Tennants.
Kirkwood Hall Henfriends Association will hold a coffee morning called 'Chicken Chat' at Leyburn Methodist Hall on Friday 22nd September.

3497. LEYBURN TOWN PLAN
Questionnaires had been delivered in Leyburn and so far 85 online responses and 130 completed forms had been received. The survey closes on 9th October.
Councillors had no objections to this application.
3499. CHRISTMAS LIGHTS & FLORAL DECORATIONS
The 2017 Christmas event will take place on Saturday, 2nd December.
Councillors approved the accounts as attached.
3501. EXCHANGE OF INFORMATION
A local householder who offered advice about the flowerbeds at Thornborough Hall will be contacted with a view to making some changes.
The standard of grasscutting in the cemetery and the town had not been as good this year.
There is a blocked drain on Moor Road opposite Manor Court.
Some sheep had been stolen from Chapel Flatts and so the grazier will be allowed to lock the road gate in future.
