LEYBURN TOWN COUNCIL

A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Monday, 19th December 2016 at 7.00pm.

3364. PUBLIC REPRESENTATIONS

It was reported that the streetlight near the Dale Grove mini roundabout was still not working. The hedges at Dale Grove had finally been cut.

A member of the public had received hard copies of various documents that he had requested from the Town Council and felt that these should be put onto the website. He had various complaints to make about the Town Council and the Chairman requested that he put these in writing to the office.

District Cllr Duff reported that there are now 32 residents in Kirkwood Hall. The new pedestrian crossing on Harmby Road is now complete.

3365. To receive apologies for absence and consider approving reasons given - Apologies were received from Cllrs Sanderson, Harper and Borman and District Cllr Sedgwick and approval was given.

3366. To receive any Declaration of Interest under the Council’s Code of Conduct or Members’ Register of Interest - There were no declarations of interest.

3367. MINUTES OF MEETING held on Monday, 21st November 2016 were approved as a correct record.

3368. CLERK’S REPORT

Yorkshire Water had responded to a request for information about their schematics in Leyburn. Leyburn Community Primary School had confirmed that its application to become an academy had been approved by the DfE.

3369. REPORTS FROM MEETINGS ATTENDED BY COUNCILLORS

Cllr Sanderson had attended the Lower Wensleydale Area Partnership Meeting. New brown tourist signs indicating Masham and Wensleydale would replace existing signs at the Leeming junction on the A1. There is the possibility of joining together with other local councils to purchase a speed matrix sign to be used over four years. This will be brought to a future meeting of the Town Council. RDC will send out details of three new grant funds.

Town Councillors had attended a training session organised by the YLCA and all had found it very useful.

c. Councillors approved Town Council meeting dates for 2017.

d. Office closure for Christmas and New Year – Councillors approved the closure on 28th, 29th & 30th December 2016. The office will re-open on Tuesday, 3rd January 2017.

e. Councillors considered the addition of a new section of the Agenda headed ‘Matters requested by Councillors’ and the possible wording for a new Standing Order relating to this. This will be discussed at the January Meeting and provisional ideas for the wording and rules will be provided in advance of the meeting.

f. Councillors received the resignation from the Deputy Clerk who will leave her post on 24th March 2017. The post will be advertised in the new year. It was agreed to set up a staffing committee consisting of Cllrs Bradford, Begley, Pace, Read, Sanderson and Walker.

g. The Great British Spring Clean March 3rd – 5th 2017 - It was agreed to hold a spring clean on Saturday, 4th March . RDC will be asked if they can lend some litter-picking equipment to the town.

3371. THORNBOROUGH HALL
Decision/Comment Required

It was agreed to keep the Oak Room hire rates for 2017 at the present rate.

3372. LEYBURN TOWN PLAN
Information

An update was given by Cllr Pace. The meeting was opened up to allow a member of the Steering Group to talk about the poor state of the Leyburn town signs which are often obscured by overgrown vegetation in the summer months. There may be the possibility of funding to pay for bulbs and plants and the information about this will be forwarded to the Town Council.

a. Full planning for replacement door and windows to the front and door to the rear of the property, 1 Shawl Terrace. Granted

b. Full planning to replace wooden windows with PVC windows in the same colour,, style and design, 10 Manor Court, Moor Road. Granted

e. 16/00892/Full Full planning for single storey side extension at 9 Bolton Way, Leyburn.

f. 16/00904/Full Full planning to replace existing windows with white UPVC at 2 Crown Court, Leyburn.

There were no objections to items (c), (d), (e) or (f).

3374. MARKET
Decision/Comment Required

a. It was agreed to leave the Market charges for 2017/18 at the present rate.

b. It was agreed to offer Mr T Parkinson of Darlington a permanent pitch on the market to sell electrical items, light bulbs etc.

c. It was agreed that the Market Rules should be reviewed in 2017.

3375. CEMETERY
Decision/Comment Required

a. It was agreed to increase the Cemetery charges for 2017/18.

b. Work will be organised to clean off the slippery surface on the path leading to the Garden of Remembrance.

3376. ACCOUNTS
Decision/Comment Required

a. Councillors approved the accounts as attached.

b. Councillors approved holding an extraordinary meeting at 7.00 p.m. on
5th January 2017 to discuss and agree the precept for 2017 – 18.

3377. EXCHANGE OF INFORMATION

The street light at the bottom of Thornborough Crescent is not working.

A low wall adjacent to the new pedestrian crossing on Harmby Road will obscure people in wheelchairs or with a pushchair. The crossing should be a pelican-type crossing for safety and NYCC will contacted about this.

The YLCA will be asked if it is appropriate for Councillors to have identification badges to show that they are Town Councillors.

There is residual funding from the Town Team currently being looked after by RDC. It was suggested that the Town Council could administer it and use it for further improvements to the appearance of the town e.g. the market shelter requires repainting inside. RDC will be contacted about this.

Yellow lines need to be painted on the road where the new emergency road linking Wensleydale Avenue and Dale Grove meets Dale Grove. Vehicles currently park there which would block access to an emergency vehicle.

The old electric meter and box should be removed from the rear of Thornborough Hall.
