A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on 16th May 2016 at 7.00pm.

Cllr Walker was proposed by Cllr Medley and seconded by Cllr Harrison. There were five votes in favour and two abstentions. Therefore Cllr Walker was elected as Mayor.


The opening of the new extra-care facility on Harmby Road has been put back to September 2016.

There is no further news about the Jorvik develpoment on Brentwood since the developer is still in talks with the Medical Centre.

3270. MINUTES OF MEETING held on Monday, 18th April 2016 were approved as a correct record.


Contrary to the report last month, kerbside recycling of cardboard will not begin until November 2016 at the earliest.

Richard Braddick, the Leyburn PCSO has now joined the new Rural Crime Taskforce for Richmondshire.

Leyburn Medical Practice will be holding an Open Evening at 7.30 p.m. on Thursday, 9th June. The guest speaker is Janet Probert, new Chief Officer of the NHS Hambleton, Richmondshire and Whitby CCG. Questions can be sent in advance to the Surgery.

'Wensleydale Wheels' have responded following the Council's suggestions that they contact the Rev. Hepper and the Richmondshire Volunteer Service.

A large, top floor office in Thornborough Hall will be available to rent from early June. The rental is £204 per month plus 15% surcharge and VAT. Cllr Pace had attended a Town Team meeting. A walking and cycling festival for May 2017 was being considered.

Cllr Borman had attended a Health Engagement Meeting organised by the CCG.


a. Defibrillator Awareness Session to be held 7 - 9 p.m. on Tuesday, 31st May in
Oak Room, Thornborough Hall. Anyone interested in attending should contact Town Council Office (tel. 01969 622561).

b. YLCA - Richmondshire Branch Annual Meeting to be held on Thursday, 9th June at 7 p.m. in West Burton Village Hall.

c. Leyburn Town Team - Councillors discussed taking over the town benchmarking from the Town Team since the Team will disband in September. The results show how the town is doing in comparison to other towns both locally and nationally. The Town Team has volunteered to collect data again this summer. It was agreed that the Town Council will take this over after 2016.

d. Leyburn Town Team – Councillors discussed a town centre feature to mark the 2014 Tour de France that passed through Leyburn. A suitable design to make in metal has been drawn up by a Wensleydale School pupil and the Town Team will discuss the size and location.


A small working party will calculate the budget required in time for the next meeting of the group so that further funding can be applied for. The Steering Group had agreed that it was also important to seek the views of the those people who use Leyburn as a commercial centre.

b. 16/00193/Full Full planning for rear extension to provide garden room over basement room at Oaklodge, 2 Jenkins Garth. Councillors ratified comments sent in April 2016. There were no objections.

c. 16/00234/Full Full planning for proposed detached double garage at Thornborough Garth, 27 Richmond Road.

d. 15/00699/Full Full planning for two storey extension to bungalow to form additional habitable space at 1 Fell View, Market Place. Amended proposal.

There were no objections to items (c) and (d).

NYCC Highways have been contacted again about the urgent need to repaint the zebra crossing.

There were complaints about the fairground still being set up at 12.20 a.m.

The large lay-by north of the town on the Bellerby Road requires a rubbish bin and a dog waste bin.

The grass verges in town will be cut this week.

A large amount of builders' waste has been dumped down the railway embankment opposite the station, creating an eyesore. The Wensleydale Railway is checking into the ownership of the land to find out if it has been left there by a local homeowner or has been flytipped.

The grass of the Dale Grove play areas will be cut soon by Persimmon who still have responsibility for it.

The road surfaces on Harmby Road at the old cinema and near the new extra care facility are in a poor state.

It is hoped that litter will not be dropped around the new replacement seat located on Brentwood near to the site of the former doctors' surgery.
