A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on 18th April 2016 at 7.00pm.

Fiona Kaley from the Carers Centre of Richmondshire and Hambleton addressed those present about the work of the Centre. They provide free and confidential information and support for carers. The service is based in Northallerton but they visit the carer's home and cater for carers of all ages. Fiona is available to address other groups about the work of the Carers Centre.


It is possible that the NYCC Waste Transfer Station proposed for Harmby will not be built due to the number of objections received. The Town Council was thanked for their support.

Work has begun on the construction of the recycling centre at Allerton. Once complete, no rubbish will be taken to landfill sites.

The Town Council noticeboard has a condensation problem.

The hedges at the Dale Grove play areas need cutting back.

3253. APOLOGIES were received from Cllr Borman.

3254. To receive any Declaration of Interest under the Council’s Code of Conduct or Members’ Register of Interest - Cllr Sanderson expressed an interest in items 7b and 6a.

3255. MINUTES OF MEETING held on Monday, 21st March 2016 were approved as a correct record.


Leyburn Dental Practice has kindly donated £66 from their Christmas raffle towards the town's Christmas lights.

Mr Jowle has very generously replaced the old seat located on Brentwood near to the former doctors' surgery with a new seat.

From 2018 local authorities will be allowed to use their powers to reduce or completely remove the business rates applied to public toilets run by local councils. It is hoped that this will apply to the Richmondshire District so that the running costs of Kelberdale Terrace toilets can be reduced by £1,415.

NYCC will pay £707.13 towards the town's grasscutting this year in lieu of cutting visibility splays at junctions.


A meeting of the Town Plan Steering Group had taken place and the process of developing the questionnaire had begun. Local schools will assist with the junior/youth questionnaire.

A meeting of the Shawl Fields Management Group had also taken place. Tree planting will be carried out on the more rocky section of the Chapel Flatts field.

a. The Dales Festival of Food - It was agreed to give a contribution of £500 towards the 2016 event.

b. It was agreed to allow Mr J Murphy of South Shields to hold the Annual Fair on the Market Place on Friday 13th, Saturday 14th and Sunday 15th May, 2016.

c. Wensleydale Wheels - It was agreed to defer the decision regarding a donation in support of the Wensleydale Wheels Scheme until the organisers had spoken with the Volunteer Centre at Richmond and more details of their funding is available.

d. It was agreed that the formation of a 'twinning group' with Azay-sur Cher in France may be more appropriate for the Wensleydale School. A question may be included in the Town Plan questionnaire about this.

e. ‘Britain Stronger in Europe’ campaign - Councillors did not give permission for the group to have a stand on the Friday Market since no political or religious stands are allowed.

A further reminder will be sent to NYCC Highways about the urgent need to repaint the zebra crossing on the High Street.

Kerbside recycling of cardboard will begin in the summer.

NYCC Highways will be asked to move the diversion roadsign to a safe place when not in use since it becomes a trip hazard when laid down.

A local resident wishes to put wood chippings onto the Shawl path where is crosses Bolton Estate land. A Town Councillor has some spare chippings that could be used but the Estate Office should be contacted before any work begins.
