A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on 21st December 2015 at 7.00pm.

3203. PUBLIC REPRESENTATIONS
District Cllr Duff reported that the Jorvik application for new houses in Brentwood is now postponed until February or March 2016 in order for the Medical Practice to negotiate the purchase of land for an extension to the Surgery.
3204. APOLOGIES were received from Cllrs Harper, Sanderson and Borman.
3205. To receive any Declaration of Interest under the Council's Code of Conduct or Members' Register of Interest - There were no Declarations of Interest.
3206. MINUTES OF MEETING held on Monday, 16th November 2015
a. Councillors voted unanimously not to add Cllr Borman's addendum to the minutes of the November Meeting.
b. Councillors approved the minutes of the meeting as a correct record.
3207. CLERK'S REPORT
There were reports of mountain bikes using the Shawl footpath. This is not permitted and the Community Police Officer will be asked to look out for cyclists when he is patrolling that area of the town.
The Clerk read out an email concerning a recent incident of dog-fouling in the Market Place which was witnessed by four people, three of whom knew the offender. All four completed the District Council's statement forms but the District Council would not take the matter further since there was no photographic evidence. Councillors considered this lack of action to be unacceptable and will take up the matter with the District Council legal team.
Broadacres had sent details of two shared ownership homes for sale at the Maythorne Farm development.
NYCC is publicising their Home Library and Information Service for people who find it difficult to get to their local library. For further details people should contact their local library or ring 01609 536845.
3208. REPORTS FROM MEETINGS ATTENDED BY COUNCILLORS
Cllr Pace had attended a Town Team meeting. A new bench had been installed in front of Thomas the Bakers shop and some changes would be made to the finger post at the war memorial. The group was planning a walking festival for 2017. A Good Neighbour's Scheme is being set up which can provide minor practical help for the elderly as well as befriending for lonely people.
3209. CORRESPONDENCE & REPORTS
a. RDC – Leyburn Part Night Lighting Scheme will commence from December 2015.
b. Cllr Medley was appointed as the representative from the Town Council for the Leyburn Medical Practice Patient Participation Group meetings.
c. Councillors ratified the decision to pay for defibrillator training (£175).
d. Councillors approved the purchase of a new computer for the Office under Finance Regulation 4.4.
e. RDC – Dog Fouling Campaign Winter 2015 – Councillors agreed to opt into the District Council's dog fouling campaign this winter where instances of dog fouling are highlighted using spray paint. The paint is non-toxic and will last approx. six weeks.
f. NYCC Minerals & Waste Joint Plan: Preferred Options Consultation - Councillors had no objections to the proposal by NYCC to open a recycling centre at the scrapyard on the main road at the top of Harmby Bank.
g. RDC: Draft Hackney Carriage and Private Hire Licensing Policy Consultation – Councillors had no comments to make.
h. Councillors did not agree to providing and siting a new car park direction sign on the corner in front of Chambers Café. The sign on the gable end of Ivy House is to be replaced with a larger one.
i. Office closure for Christmas and New Year – Councillors approved the closure on 29th, 30th and 31st December. The Office will re-open on Monday, 4th January 2016.

Councillors had no objections to items (f) and (g).
Christmas week market will be held on Thursday, 24th December and New Year week market will be held on Thursday, 31st December 2015.
a. Councillors approved the accounts as attached.
b. Following discussion it was agreed to set the precept for 2016/17 at £39,500. This includes money to pay for the cutting of grass verges in the town and also a sum towards the preparation of the Parish Plan for Leyburn.
3213. EXCHANGE OF INFORMATION
Cllr Harrison commented that the lack of gritting had caused many problems for drivers on Saturday, 12th December.
The street light on the Dalesman Club is still out and the roadside kerb in front of the Black Swan is still broken. NYCC do not consider that it requires mending.
There is a serious problem of dog fouling on the Wensleydale School football pitch caused by local residents allowing their pets to run on the field. Councillors were disgusted to hear of this and hope that this will cease.
